On the occasion of his retirement, the Governor has received a letter from the Senior Unofficial Member, Mr. H. E. Pollock, recommending that Mr. Mercer be allowed to retire on a pension.
It is stated that Mr. Mercer has conducted himself well in his duties and has been a faithful servant of the Government.
However, it is noted that Mr. Mercer has only passed the lower standard in the Public Service Examination and has not undergone a significant amount of training.
The question is considered as to whether, under the circumstances of the case, the Secretary of State would grant Mr. Mercer a pension.
It is pointed out that granting a pension to Mr. Mercer would set a precedent for others in similar positions, and that there is a risk of creating a formidable Pension List.
A comparison is made with other gentlemen in the department who are in good health and have been employed for a similar length of time, and it is suggested that they might be able and willing to continue in their duties.
The Duke of Devonshire has received a letter from Mr. Mercer requesting permission to retire on a pension, and has been informed that Mr. Mercer has served for 16 years.
A memo from the Colonial Secretary's office, dated 25th August, is referenced, which discusses the pension entitlement of officers after 16 years of service.
